He's been doing this stuff for a long time. I'd say that's enough to get him banned.

He's not harming anyone other then just being annoying.
All he actually does is using the current situation for his advantage.
Look, in online games, mainly games with mic chat, there are dozen of harassers but I don't think that someone got banned from the whole game for just using something like HLSS or similar.
It's the server's responsibility to get rid of pests like him.

Actually one of those DotA games has a system for banning richards in place. Apparently it works well.
