True, but I'd assume someone would only make an alt after being banned.

Wrong.
Badspot has found many alts of users that weren't banned. He didn't do anything but point out who it was and say something like "It seems like they didn't like their rep here."

GeoffPlease is infact Prince N, and it's likely he reregistered for this exact reason.
