Does the ID verification system mean a second chance for banned members?

You have to understand that CityRP was at one point just another gamemode that some mook was developing. When it was released nobody had any idea it would become what it is now.

Explain to me why it's considered so bad?
I believe the reason it was failed was just that it had an admin exploit? Right?

Because it is bad.
The gamemode itself has very little balancing or driving force. The people that play it in its current state are absent minded children that like the grind and tedium of Runescape with the Chat and Roleplay elements of Habbo Hotel with the building aspects of Blockland.
It's essentially the worst thing ever created and I am almost entirely responsible for it.

Arguing with Iban about CityRPG is like arguing about Blockland with Badspot. You might think you know all about it, but the other guy probably has a little more on it than you. ;)
