Bushido created it, along with the very old "acts", which can be found here. http://forum.blockland.us/index.php?topic=89862.0
My version of the copy was saved on 2/15/10.
It's really a nameless TDM using the cops and robbers mode which showcased tier 2 in its prime;
Robbers have a weight that allows them to have more members, while trying to do "continuous CTF" in the middle with the cops, which used tier 2 weapons.
I think you may use it for casual DM purposes, or possibly TDM when set up with different objectives for both teams.
