Why is RTB scanning for proxies?

Centralnet K-Lines (automatic, system-wide ban irrelevant to #rtb) for 2 reasons:

1. If your IP is a proxy website, you're K-Lined.
2. If your IP is on the list of Onion nodes, you're K-Lined.

This is a preventative measure to help reduce ban circumventing.

What kind of proxies does it look for?
