Chances are if he was using an account system he knows what a cookie is.

It's not a valid way to keep track of voters, though.

True, but I'd rather have less accurate votes because people clear their cookies, use a proxy, or change their IP than have to sign up just to upvote somebody.

(what you're saying here is true, IP checking is more accurate than cookies)
