Because the player count thing only goes up to 32, and when I change an RTB pref but have the max players set to 99, it changes max to 1.

Heed, whatever you do, don't add an admin-only room for meetings. I got stuck in one of those In another of your TDMs. It was hell. And then there was the huge canyon TDM where it took 7 people in a tank to figure out that the sign said "turn left". Never let Taboo drive.
Try something different, make a close-quarters TDM, or a closed map. Build the arena yourself, or have a larger variety of weapons.
You should really try a different style, maybe it will turn out better. But dear god, no more meetings.
And I would just not have admin-only features, there's nobody you can really trust that isn't already sworn into another dedicated server.
I can't believe I'm half-telling you what to do :D
