The people complaining about this represent Person D.
Person A: Okay Person B, here's $100 to give to Person C.
Person B: I'll need an extra 15% to pay the government, and here's your hat.
Person B receives $115, Person A receives hat.
Person B: Here you are Person C, your $100.
Person C receives $100, government receives $15.
Person D: OMG PERSON B GAY THEY TAKE PERSON C MONEY
Note that person C received money, and didn't lose any.
