I'd say it's a combination of both, on the RTB Archives topic he said it would only be accessible for a limited time (so the true creator's could port their add-ons) and the bad ports probably helped it along.

RTB3 had a new mod manager, therefore access to the old one was eventually disabled.
RTB4 does not have a new mod manager, so it won't happen.

If it wasn't for idiots "porting" add ons, we'd still have access to RTB2 add ons.

Would you report bugs after making sure they aren't already reported, and be sure to explore the problem the best you could first? Or would you just leech off the new features still in testing?
