I'd say it's a combination of both, on the RTB Archives topic he said it would only be accessible for a limited time (so the true creator's could port their add-ons) and the bad ports probably helped it along.

Doesn't mean you should put someones answer down just because it's not the source you wanted.

RTB3 had a new mod manager, therefore access to the old one was eventually disabled.
RTB4 does not have a new mod manager, so it won't happen.
