Why dosent DOF pictures work for hosts?

really just curious. Whats up with this though?
Its really weird and annoying.

Because taking a DOF screenshot can take over a minute and if you are hosting a multiplayer game everyone who is connected to you will time out.

Why do they time out? I just thought they'd lag if anything
