How does simplewell hatmod work

I know the commands but how do I get hats? I downloaded the mod and a bunch of hats but I dont know how to unlock them. I got one radomly when I was building. It said I "found" it. How do I unlock hats?

It works like the TF2 hats in a way. Every 25 minutes I think it is, you have a 50/50 chance of getting a hat.

I dont know much about Team Fortress 2 or whatever it is. So every 25 minutes you have a random chance of getting a hat?
