I'm almost 99% sure that's false. People have gotten banned elsewhere by saying it, and I'm not the first to say this.

Several times people haven't even said "I don't care" and been banned. Someone was banned for saying "Are we supposed to care" in Off-Topic, and several people have been banned in other sections for the same thing.
