This is because this is NOT an add-on. It is a completely separate application which happens to use an add-on for some of the features. For example, server start would be impossible to make as an add-on. That is why it is installed with a java installer.

It should have been this way from the beginning.
This is also a bad idea because not many people will install all of that stuff.
