I've pretty sure he was talking about non-stop administration, and that without administration the game can not function correctly.

Yes, let us let all of the prisoners out of the cells before they whine! Then, they can find guns in a plate of spaghetti, massacre the guards, or be killed themselves! If they kill the guards or run across a five block bridge, they win! So exciting it should be an olympic sport!
