In jail rpg, you are asked politely to not kill freely, to only do it when it fits the "spirit" of the game.
In any game if you can simply choose to not follow the set rules, then there's something wrong with it.

Video games aren't sports, the rules should always be forced on the player. Unless otherwise intended.
