This is all true. Most games do require administrators. However, others are more self sustainable, more civilized, if you will. But the true way to tell whether a game is self sustainable or not is it's functionality without an administrator present.
CityRPG, even with all of it's flaws, functions a lot better without administrators then a Jail RP would. This is because most of the abusable glitches and loopholes have been patched, whereas Jail RP was created without perspective towards the abuse that could unfold. There's also another variable, which would be player traffic, but let's suppose that both of these servers gather around the same player amount as the other.
Jail RPs are also meant to be quick games, not dedicated servers to be left without administration, whereas CityRPGs are meant to be over-time life simulators without any real interactions with abuse not intended to be in the game. A game is not broken without administrators if it was created with care and perspective.

I think another big part of it is that CityRPG was first played by intelligent people, and was well managed with script early on, then it went more downhill when all the small crying children started to play it too. On the otherhand, JailRP was introduced by these young children that saw it in another game and wanted to recreate it, so there is no foundation for it.
