It should be easy to craft. All it does is increase jump height.

snow and sand, yes, that's why i suggested having to craft it during a blizzard/sandstorm
But cloud isn't as easy to find
Maybe require some other material as well

Cloud Block + Sand Block + Bottle
Cloud Block + Snow Block + Bottle

How about Cloud Block + Bottle + 10 Stars = Cloud in a bottle
Also crafting requirements would be Tinkerer's work bench and you have to be in the correct biome that represents the material in the bottle?
Then at least someone who is a total noob can't possibly just rush himself the best accessories in 10 minutes.

Well having it have to use Tinkerer's Workshop would cause you to not need to craft it anymore. It would be a useless recipe in Hardmode.
