They look at how people move their lips and try to mimic it as best they can.

I asked my brother who has graduated with a degree in linguistics. Deaf people think in symbols much like the hearing able (thinking of an image of seeing the string of words in your head is symbolic thinking), they just can't think with a voice if they've never had hearing. They think using the languages they know how to communicate in whether it be sign language or written English.
