I did something like this back in 2008, although it was a much simpler plan.
Hallways connected to main rooms and small walkways underneath floors. All you really need are emitters, a uniform hallway design, and a grid to make navigating easy. I'm sure you or someone with knowledge of events could create a way to have doors lock from the inside and have breakable walls/grates.
