"Limited" Building

I have an old survivalRP mod i want to start using on my server. I need one more script though.

Each player can place 1 special 16x32 baseplate. They can only build on this baseplate. Bricks can overhang the edges by 2 studs and there is a height limit of 24 bricks. (height limit isn't as important)

Can someone script this for me? :3

This should get you started. It makes sure the brick is over the baseplate completely. You just have to modify it so that it can hang over by a few studs.
