BFBC2: SPECACT Not showing on steam?

I bought it and entered the code, joined a game and NO SA SKINS/WEAPONS

it doesn't show up if you're playing vietnam
it's only for the base game, still nice to have though

I wasn't playing vietnam.
However i entered the code like:
XXXX-XXXX-XXXX-XXXX

right click on bfbc2 on the steam library and click properties and click the dlc tab, it should appear there
