Sure a weak processor wouldn't be able to handle it. But you would definitely need a dinosaur computer to have your processor affect your packet spamming more than your bandwidth.

Spitting out/in 100mbps, 1000mbps is nothing for a modern computer.

No I mean that most modern DDoS programs (LOIC, HOIC) have an option to change the number of threads. The default is 10, and setting it to anything higher than 100 is Self Delete for your processor.
