Anyway, you still have to get your permit at around 15 or 16, then get your license and all that to drive. You cannot buy a gun until you're 18, and then it's only a rifle. You must be 21 to buy a handgun

Not true. It's their opinion that at 21, most people have attained the ability to handle the responsibility that comes with alcohol - that is, not drinking and driving, and it's pretty accurate, though 18 year olds drink regardless.

The difference is that smoking does not impair your ability to do anything. We consider development to be complete at 18 (hence 18 is the age of adulthood), so choosing to impact your health is a responsibility that comes with that. Smoking is fine at 18 years of age.

Major developmental stages occur in the 12-17 range, at 18 you're pretty safe.
