I think that it should just ban the person for a minute saying that they need to not have the rainbow outfit on.. Then if they do it again they get banned for two days.  Or can be edited on rtb prefs.

I've seen people use it.
Hell, I just googled it and found the addon, and I tested it and it works without this add-on, and gets me kicked with it.
So it's not redundent and it works, both have been tested.

Oh, then I love this add-on.

I can just do this with events.

I still hate it how people try using this mod. I used it at one point, but then it made me look stupid as hell.

Now it's even worse cause it's slowed down. I shall gladly download this mod.

for me it seems that everyone wears a helmet+visor with a jacket decal and backpack

does it block the avatar actually changing the things a blockhead wears? like armor, hats, etc? because I have that.

I think it does, Dren said it kicked players spamming avatar change requests, so that would go with the avatar randonizer aswell.

While technically possible to change the avatar cloths without changing the colors as they are different servercmds, I know for a fact that when you manually click the button to send it, if one servercmd is sent, the other one will too.
