I don't know if I'd call that a rant, but for the most part I agree with you.
Except I don't state the rules when people join.
I wait until someone breaks them, and tell them not to do it any more.
If they do it again after that, I kick them.
If it happens again, I permaban them.

This part is what i mean, since i was thinking the message popped up when a player connected and you said that, i thought i was right about it appearing during the loading screen, because that is before you spawn

So now i must ask you, how does it close when you spawn? Isn't there an OK/Done button that you have to click to close it?

This is a pain for me too. Nobody reads it! I remember a jail rp that had this long hall you automatically walked through on spawn very slowly while it read you the rules through center-screen messaging. Sure got me reading.

I hosted one were you could not leave the spawnroom until you read them.

When you spawn, All of your gui's are force closed.
