How many polygons are too much for Blockland?

No, that's the literal limit per mesh/object for torque.
Mind you, you should never use that many verticies for a game like blockland, not with all the freedom the game gives you to spam the ever living crap out of stuff.

Who gave me the impression that he agrees that 10k triangles is too much (But 9k is acceptable) when in my opinion it's please-die-in-a-fire too much.

Look at the player m.dts and other .dts files that are supplied with blockland.
try to keep yours as close to that as possible.
Then take and figure how many of your models are going to be in game at the same time (then multiply x5). Setup a test map of your own and see if you lag. if you lag, its too many polygons.
if you dont lag, have a friend with a lousy pc join your game and test. if he lags, it might be too many. if he doesnt lag, then your good.
