to call a server TF2 you dont need to rip off a TF2 map, you have to have the same concept as TF2.

Team Deathmatch
Arena
Deathmatch
Capture The Flag
etc.
The above gamemodes can be used and be called a "TF2" server and you would be right as long as it also follows the Red vs. Blu team setup.
