Varus fits in my book as a semi-carry.
You pick him for the cc and for the moderate amount of aoe damage. If the other team does its job right your main carry will be focused, and when that happens the semi-carry cleans up the people who are focusing the main carry.
Or something similar to that role.
Like a backup carry with an emphasis on CC from the 6-12 or the 6-15 level range. Late game he can pick it up.

And varus does this, just lost a ranked when enemy varus just stomped our whole team
