Playing an AP carry as a tank would do a better job than Garen. For example Veigar simply because he can still injure their APs pretty badly and has an AoE Stun.

Teemo is a great champ who does not win fights. If you don't see why then you don't "get" teemo.
AD teemo vs. AP teemo is not an actual choice, because people who think they're playing a good AD teemo are actually just playing a suboptimal version of a completely different teemo. If you don't know which teemo this is, you don't "get" teemo (in fact, you don't "get" the game very well in general - there's no AD synergy anywhere on teemo unless you are constantly ganking people with your passive, which no one can really consistently pull off, and even in that case you're not maxing your synergy.)
Arguing about who is or isn't a carry is completely pointless because there's three major distinct definitions of "carry", and each of those has subtle different varations. The last time I pointed this out in a post-game chat, two people said "no, there's only one meaning" and then gave two different meanings, and then everyone in the room LOLd.
Tanking with Garen is the default, and serious builds are a question of how far out from pure tank you feel you should go.
So sony, I can tell just from all this flaming that I'm way better than all of you, does that answer your question? :cookieMonster:
