paint seems more for drawing than it does for just image editing, depends on the job

gimp is much better for heavier jobs, like transing images with it's Color to Alpha tool, if you use it right.

What's a good program just for editing images?

personally, I use MS Paint (for extremely simple edits only) and GIMP. Though GIMP has a terribly long loadup, it's more simple (to me) than Photoshop.
