Um, start with 4 people in the level. you can do whatever you want with them that's appropriate and realistic. Eg: cutting wood, fishing, building a house. And it can slowly evolve.

Villager 1 resting after a hard day of work
villager 2 expanded the mine and put wooden poles in it for durability -2 wood and made a nice fire.
villager 3 fishing.. still

You can make your own, but you need to PM it to me, and it needs to be the same size as all the other ones because those are the level 1 maps. But if it's good enough I'll put it for public use.

Villager 1 puts some work in making tools.
villager 2 expanded the mine and found minerals..
villager 3 cooking the fish for dinner. (so king doesn't have to wonder whats for dinner)
villager 4 Making a shelter for keeping the wood dry. and made a table for crafting tools.
