I live in New Zealand. We don't get Fibre until 2019. Until then, every single upload rate in the country is capped at 1mbps.
The only reason I get that great DL speed is cause I live in a business district :P

New Zealand is stuff. I'm on the $15 for 10GB plan, and get about 4 blocks a month, $60. FFS.

New Zealand Internet isn't great, nop. We got a 5GB plan, they have given us a total of 10GB extra for free a month permanently to make up for their crap service.
