Having trouble with steam

Okay, I'm on this Windows 7 computer and I installed steam.
I log in and steam just freezes. It does nothing, the only thing I can do is cancel.

Delete everying in steam folder other than Steammaps and the actual application. Open steam. Let it update. What happens?

Steamapps doesn't exist because I just installed it.
And by actual application you mean the steam.exe?

Turns out it was interfering with F-Secure.
