noshahr cbrown towns TDM has horrible spawn points. seriously they suck massive richard and you can't even spawn on your squadmates unless there's a spawn beacon.
also, does resetting my stats also reset my rank and weapons?

no, it doesn't really reset your stats at the bottom of the soldier page.

if you dont have any of the current content and expect to play the future ones, sure

there are no future ones
but at that point, even if you're only missing two DLC packs, you'd save money by buying premium
