You have to attack someone within the perimeter of the territory you choose to attack with.  For example;

Lets say you want to attack with 33.  You could only choose 32 because that is within your perimeter.  Another example; 15 could only attack 20,14, 12, 16, and 24 (If you look closely you can attack 24).  Have you ever seen the game Risk?  It is sort of like that.
