Pretty much; to make the Norwegian government open their eyes to Muslims who immigrate to their country. And actually whole Europe. But, to be honest, immigrants really do can get into Europe very easily. It's not exactly a good thing. I kind of understand his ideal but, just like Riddler, he carried it out very badly.
