Customizable item and emitter rotation via wrench GUI

Emitter, no. Not in a normal fashion, at least.

But we can already rotate them with 90 degree intervals. Why can't we just fiddle fiddle with the magic magic to make it work with any number?

How about you check everything you want to do before you make a GUI about it. You wouldn't make a GUI to make yourself admin on any server if pressing the button will do nothing in the end...
