not trying to be illegal here but isnt there that thing as host where you can find ip's?

Finding ip's is simple and perfectly legal, heck if you count get ip's than you woudent be able to connect to a server. Tracing them is another matter for example if somebody wanted to get at frogger i suppose they could trace 24.73.3.231 but that would be a different matter altogether.
