Hes inside of Ceasers tent.
If hes not in there, you probably have to speak to house.

Does Caesar have a specific tent, or is it just one of the general legion tents? :u
Also, I fought my way through to the Weather Station. Was I supposed to go a different way? :c

Caesar's tent is in the center of The Fort, on the cliff behind the arena.
