That appears to be a Mini-Nuke under that child's arm.

And another thing, why does the wall around appear to be made of brick? Brick in a Vault-Tec vault? Unthinkable!

I think it's an oversized microfusion cell
Man 2:
Be it a macro-nuclear warhead or a microfusion power cell, it's clearly nothing for a toddler to be handling.
Here we are, let's write about my experience in the Capitol Rotunda.

After felling many a mercenary and Super Mutant as I slowly made my way to the door of the Capitol Building in the ruins of DC, I crept inside and stuck to the shadows. My search for the fortune of the Capitol had begun.
I had picked off a few of the Talon Company mercenaries squatting in the dilapidated corridors of the shadowy building when I heard loud reports and shouts of a fracas coming from the rotunda. Sneaking across the wide foyer of the building, I approached the doorway into the large, round room.
Sunlight streamed in through a gaping hole in the dome on a skirmish between a squad of mercenaries and a posse of Super Mutants trying to oust the men from their turf. The latter had a Behemoth among them. Still unseen, I stood in the doorway watching the quarrel unfold. Bullets and lasers flew in all directions as the great beast battered its opponents with a large fire hydrant stuck to a steel pipe. Eventually, all but the Behemoth lay dead in the rotunda.
I decided that then would be the opportune time to test the true power of the Firelance I held in my pack. Entering V.A.T.S., I readied two shots to the Behemoth's head.
The cinematic shot played. Zap, a report rang out through the rotunda and a laser beam struck the cranium of my unsuspecting foe. With half of his opponent's health drained, my character took the second shot. Zap. The Behemoth, the first enemy I had seen to take more than one strike from the powerful alien blaster, disintegrated into a pile of ashes in a matter of seconds.
Now alone, I raided the ammo boxes and bodies strewn about the floor. This was the treasure for which I was searching.
Nymethus:
The fortune of the Capitol? I suppose that's food or something.
