But the guy in the NCR capital who runs the gun store is a dwarf wearing a red bandana and his 2 armed gaurds with Bozars.

If I were going to make a game, everything you break an NPC will try to fix it the following day. If you kill the person fixing it then it may never get fixed again.

That's a good point. Breakable windows however would create an issue with buildings and the world being different places, each having to be loaded when going between them.

Bethesda should totally get going on the next Fallout. :D
