There is one in the green water puddle at the deathclaw infested Quarry.
Gear:
Oh my god I find every power armor except the T-45D seriously ugly without the helmet.
Sadly the T-45D is also the worst power armor you can get in Fallout 3 and NV

playing dead money for the first time and not enjoying it to much.
Hopefully other dlcs will be more fun

Honest hearts is painfully short but far better than dead money and adds some nice stuff including a powerful unique Service rifle and the desert ranger armor. It also adds very powerful .45 caliber weapons.
Old World Blues is way better but you will probally have to rely on melee weapons for most of the time as ammo is rare and enemies are plenty. You get some more futuristic stuff like a weapon that is a combination of laser , plasma and pulse weapon , a sneaking suit that has an AI and gives you stimpacks and medx automatically , an NBC suit which protects you from poison and has a helmet with night vision and some other things. Your stats also get boosted up by the end of it like you get +2 in strength because you get a reinforced spine.
Lonesome road is by far the hardest DLC but adds a lot of amazing stuff you can find. This includes a fully automatic rocket launcher , riot gear armor which looks like the Ranger combat armor but has way more advantages including better damage threshold , no faction armor and low light optics when sneaking and much more.
However you need to be at least level 26+ to do it as the enemies have very good weapons and there are deathclaws that kill you always in 2 hits no matter what armor you have or what level you are.

Personally I never really thought that the recon armor was useful or beautiful. It seems to be pretty useless to me.
