I don't really use chems.
Aside from an occasional buffout or mentats if I need a special boost.

steady and hydra is useful in hardcore mode, when you have crippled limbs

In hardcore mode chems are a must. I usually collect all my chems and maybe use them for decoration in fallout 3 but for New Vegas there is no way I can survive with out them.
