I never use VATS because it's loving stupid and misses with 95% at point blank range. Five times in a row.
Man 2:
I use V.A.T.S for long-range shots in the dark, or when I need to find out if any enemies are in the same room as me when I'm hiding.
Littledude:
I pretty much only use vats to identify people.
If I see someone in the distance and am unsure what faction they belong to I use it to find out.
Fredulus:
I use it for what Littledude said, and when I want to look badass
battlebrain:
I use VATS all the loving time, it hits a lot of the time for me
