RESENT:How do i make addons?

Please tell me how to make add-ons.
ive tried:
Blender
Milkshape,and thats probably it. plz help,so i can make my add-ons i've wanted to make..

Any text editor for scripts
Any image editor for decals/print/textures for models
Any sound editor for sounds/music.

Yesh,i know,they want me to do all of the search of the modeling place.. milkshape is confusing :/
