It is not a Steam game. If it was then every single game/program could be considered a Steam game. Only games purchasable on Steam are classified as Steam games.

1. Garry's Mod
2. Team Fortress 2
3. Half life 2

EDIT: I'm also pretty sure that Roblox, Minecraft, and Sonic and Sega All Stars Racing are not steam games.
