Personally I think Owen just didn't know how to disable it, and although calling Rock a richard is a little over the edge of the discussion, obviously Rock was being a little demanding with wanting to know why the add-on wasn't disabled. It's not a big deal, there are plenty of servers that say "Don't use item or ban, I can't disable it." And you can help them by explaining it to them.
