It looks like you used a lot of 15x15 adjust height tool with a soft brush to me.

Nah I didn't. There are actually a couple "cookies" in the map.

The blue is ice and frost.

then map should be called frosty ice mountains, because there's too much blue and not enough snow

Looks spikey. I would have also added a lot more white for a more snowy effect.
