Wouldn't that technically mean Hydra is the bitchy one, becuase he's bitching about how he can't complete his mod now?

You're missing what he is saying.
Hydra doesn't want to finish a mod that a bunch of little stuffs cant wait for, he thinks "If they want to spread it out instead of waiting for it, why should I finish it since they already have it". I would probably do the same thing if I were in his position.

That's loving handicapped.
There's no reason why he shouldn't finish the mod simply because a few people have an uncomplete version.
